PPROBLEM TO BE SOLVED: To provide a rainwater inflow estimating device and rainwater inflow estimating method, efficiently estimating the rainwater inflow to a rainwater treating place with high accuracy using data of the amount of rainfall in a plurality of areas. PSOLUTION: This rainwater inflow estimating device includes: a measurement amount database 30 storing time-series data of amounts of rainfall in the plurality of areas divided like a mesh and time-series data of total rainwater inflow from the plurality of areas; a function generating unit 11 for generating a linear function about the plurality of areas showing the relationship between the amount of rainfall obtained in the past and the rainwater inflow about the plurality of areas using the time-series data; and an estimating unit 12 for estimating the rainwater inflow from the amount of rainfall input data including either the estimated values of amounts of rainfall of the plurality of areas or the current actually measured value using the linear function.
