PROBLEM TO BE SOLVED: To quickly deal with even when there is insufficient balance of an electronic money card.;SOLUTION: An electronic money card 6 has a first electronic money function unit 52 and a second electronic money function unit 62 functioning as the electronic money card. A first value balance is stored in the first function unit 52, and a second value balance is stored in the second function unit 62. A first type electronic money terminal 9 can access only the first function unit 52 in making payment, and when there is insufficient balance of the first value balance, stops processing of making payment. Meanwhile, a second type electronic money terminal 8 can access the first and second function units 52, 62 in making payment, and makes payment for a shortage by the use of the second value balance when there is insufficient balance of the first value balance.;COPYRIGHT: (C)2008,JPO&INPIT
