The frame body is characterized in that a lower portion of the opening 12 extends in an upper outward direction of the frame body, or that an upper portion 13a of the opening further extends in a lower outward direction or an upper outward direction in cross section. The structure is set in a side wall Y forming an internal cross section of the channel X or a river, and functions to communicate between the high-altitude water area Z and the low-altitude water area X.
