Then, the most satisfactory evaluation function value among the adjacent states stored in the adjacent state database 9 is defined as the next focusing state by a state transition part 4, and processing by the focusing state evaluation part 2 and the adjacent state preparation/evaluation part 3 and the state transition part 4 is repeated and the optimal state is searched.
