PROBLEM TO BE SOLVED: To solve a problem that the conventional technique for water purification, which is carried out in various ways, mainly for example, a reverse osmosis method, ion-exchange method, and electrodialysis method, needs large-scale facilities consuming a large amount of chemicals and having no preparation of handy tools such as a module, even though it is essential for ideal water purification to have high performance at low cost, while much attention is paid to the environment, by building a bipolar FTC (flow-through capacitor) module comprising stacked high-performance electrode assemblies, thereby realizing the FTC module of high-performance at low cost, particularly low cost of maintenance.;SOLUTION: The bipolar electrode can not only attain 100% efficiency for the FTC electrode, but also cost reduction for the FTC module preparation. By utilizing "energy exchange" between the two capacitors, which means a novel usage of the active carbon refreshing using the FTC module and a supercapacitor, the saturated FTC electrode can be refreshed rapidly with a minimum consumption of cleaning water.;COPYRIGHT: (C)2008,JPO&INPIT
