PPROBLEM TO BE SOLVED: To extract and remove a feature by use of image data and ground level surface layer data (altitude including the features), obtained by a synthetic aperture radar mounted in a mobile platform, such as an airplane and an artificial satellite, and create ground level altitude data (altitude excluding the features). PSOLUTION: A data storage 110 divides the image data and the ground level surface layer data into a plurality of cells and stores the intensity information of the image data and altitude information of the ground level surface layer data in every cell to a storage apparatus 190. A data selecting section 120 extracts the cells, having the intensities larger than a predetermined value or larger. A feature backside cell selecting section 130 refers to the imaging direction when the data is obtained, and selects feature backside cells. A feature cell creation section 140 creates the contour of the features, based on the cells extracted by the data selecting section 120 and the feature backside cells, selected by the feature backside cell selection section 130. A data replacement section 150 replaces the altitude data of the feature cells with the average of altitude data adjacent to the feature cells and creates the ground level altitude data.
