PPROBLEM TO BE SOLVED: To provide a highly alkali-resistant member for a cooker that ensures high adhesion of a formed coating, water repellency, abrasion resistance, scratch resistance and high alkali resistance, and a cooker having the member. PSOLUTION: The coating, which comprises a first coating layer, a second coating layer and a third coating layer, is formed on a base material surface. (1) The first coating layer contains 20 to 60 wt.% of an inorganic particulate and contains 10 to 50 wt.% of a fluororesin as a solid content, and the inorganic particulate and fluororesin contained in the first coating layer amount to 30 to 100 wt.%. (2) The second coating layer contains 10 to 50 wt.% of an inorganic particulate and contains 20 to 60 wt.% of a fluororesin as a solid content, and the inorganic particulate and fluororesin contained in the second coating layer amount to 30 to 100 wt.%.
