PROBLEM TO BE SOLVED: To provide a water retention-improving agent which can suitably and sufficiently arrange a water-absorbing polymer in the voids of a continuous porous layer of a continuous porous layer holder (such as a pavement) and can give good water retention to the continuous porous layer holder, and a method for producing the same, and to provide a method for manufacturing a water-retentive structure which can assure sufficient water capacity, and a water-retaining agent which can easily produce the water retention-improving agent.;SOLUTION: The water retention-improving agent 40 has flowability without containing cement. The water retention-improving agent 40 contains no cement, and is prepared by mixing a water-retaining agent 20 with water W, wherein the water-retaining agent is prepared by mixing a water-absorbing polymer powder which can absorb water and be dried repeatedly with a water absorption speed-reducing agent (glycerin) which reduces the water absorption speed of the water-absorbing polymer powder.;COPYRIGHT: (C)2008,JPO&INPIT
