PPROBLEM TO BE SOLVED: To rapidly calculate the number of users of service with high accuracy without performing preliminary investigation or the like of two-way media or the like. PSOLUTION: This number-of-users calculation system has: a distribution map creation means 10 creating a distribution map based on user identification information for identifying the user positively using the service provided by use of the two-way media, and a frequency of positively using the service by the user; a distribution function extraction means 10 extracting a distribution function of a distribution state approximate to the distribution map created by the distribution map creation means 10 from distribution functions recorded in a distribution function recording means 11c; and a number-of-users calculation means 10 calculating the number of all the users of the service based on the extracted distribution function.
