PPROBLEM TO BE SOLVED: To acquire route state information of higher reliability having a data plane and a control plate synchronized with each other, and to manage the data plane and the control plane in linkage. PSOLUTION: In a route state management system, controllers 3a, 3b, 3c include route information storage means for storing first route information, communication route control means for forming or deleting communication routes of data devices 5a, 5b, and 5c on the basis of the first route information, route information acquisition means for acquiring second route information relating to formed or deleted communication routes from the data devices 5a, 5b, and 5c, and route state reporting means for combining the first route information and the second route information to generate route state report information and transmitting the route state report information to a network management device 1, and the data devices 5a, 5b, and 5c include transmission means for transmitting the second route information of requested communication routes, and the network management device 1 includes a route state storage means where the route state report information received from controllers 3a, 3b, and 3c is stored.
