PROBLEM TO BE SOLVED: To rationally make loads in two radio communication channels of highest communication speeds different from each other appropriate.;SOLUTION: When establishing a radio link with one of base stations while the radio link is not established with any base station, a cellular phone unit 10 sends an initial channel connection request specifying a parameter value at which the probability of allocating a first radio communication channel as an initial connection channel becomes a first probability (1/2) to the channel allocation apparatus 52 of a network system. In the channel allocation apparatus 52 which has received the initial channel connection request, an initial channel allocation part stochastically determines the radio communication channel to be allocated to the cellular phone unit 10 by the form of allocating the first radio communication channel by the first probability.
