PROBLEM TO BE SOLVED: To allow a user to decide purchase for viewing a pay program even after broadcasting.;SOLUTION: A system 100 is constituted of: a cumulative reservation processing part 120 which stores information specifying a target program selected to be accumulated in an accumulation means 102 in a memory 114; a program accumulation processing part 122 which accumulates scrambled video images, voice data in the accumulation means when the target program is broadcasted in real time, and acquires their scramble keys from an ECM to store them in the memory; a charging part 124 which transmits charge information of the target program determined to be purchased by a viewer to an IC card on the basis of information specifying the purchase program among the accumulated programs; and a descramble part 126 which descrambles the purchase program accumulated in the accumulation means using the scramble keys to be viewed on the basis of the information specifying the purchase program.;COPYRIGHT: (C)2008,JPO&INPIT
