PPROBLEM TO BE SOLVED: To optimize energy saving by providing a thermal insulator the heat conductivity of which is variable according to necessary thermal insulating performance. PSOLUTION: This heat conductivity-variable thermal insulator 1 comprises a thermally insulated container 2 formed by covering a continuously permeable porous core 4 formed of a glass wool or a powder by a covering material formed of a metal sheet or a metal-plastics laminate film with high gas-barrier property, packaging and sealing it, and depressurizing the inside, a gas guide tube 5 having a valve therein, and a tank 7 filled with a gas component occlusion material 8. When the valve 6 is open, the gas component occlusion material 8 adsorbs the lean gas in the porous core 4 inside the thermally insulated container 2 through the gas guide tube 5, the pressure in the container is reduced, and the heat conductivity of the container 2 is reduced. When the valve 6 is opened and the air occluded in the air component occlusion material 8 is detached, the pressure in the heat insulated container 2 is increased and the heat conductivity is increased.
