PPROBLEM TO BE SOLVED: To provide an efficient three-dimensional tissue construct-forming substrate which can inhibit an increase in size of the culture of proliferating cells, and enables growing cells having high metabolic properties to hold the cell function over a long period and to provide a method for forming the tissue construct by using the substrate. PSOLUTION: The tissue construct-forming substrate forming the three-dimensional tissue construct containing the proliferating cells is obtained by arranging a cell adhesive region 3a retaining cells on the surface 2 of a porous film 1 having through-holes so that the peripheral part thereof may be a cell non-adhesive region 4a.
