PROBLEM TO BE SOLVED: To reduce the occurrence rate of jam at the time of discharging a medium left without being picked up while reducing the time of processing for discharging a plurality of media left without being picked up.;SOLUTION: A duct 6 for discharging a medium left without being picked up is provided out of a design mold 2 of the automatic ticket issuing machine 1, and a hole closing cover 4 is openably provided at the inlet of the duct 6. The automatic ticket issuing machine 1 rotates, upon detection of the medium left without being picked up, clamp rollers 11 and 12 in a direction reverse to that of ticket issuing time to temporarily take the medium into the machine 1. After controlling the hole closing cover 4 to an open state, the clamp rollers 11 and 12 are rotated in the same direction as that of the ticket issuing time to discharge the medium into the duct 6.
