PROBLEM TO BE SOLVED: To enable the remote detection of oil spilled at sea by the irradiation of a UV laser beam and IR ray photographing made from the above utilizing the difference between the characteristics of seawater and the spilled oil exhibited for the UV laser beam.;SOLUTION: The device includes a first means 1 for irradiating the UV laser beam toward oil spilled and floating at sea from the above by means of a helicopter H or the like, a second means 2 for IR ray photographing the sea surface W with the oil F being spilled and floating therein, the temperature of the oil F being raised due to the irradiation, a third means 3 for forming a two-dimensional combined image of the oil F spilled on the sea surface while the measurement position is sequentially moved, a fourth means 4 for irradiating the UV laser beam in a spot pattern, and a fifth means 5 for measuring the thermal diffusion rate immediately after the irradiation to estimate the viscosity of the spilled oil F.;COPYRIGHT: (C)2008,JPO&INPIT
