PROBLEM TO BE SOLVED: To thermally insulate a reinforced concrete balcony and a reinforced concrete wing wall from a concrete external wall through heat insulating layers in an external heat insulating building of reinforced concrete construction and to carry out construction while ensuring safety.;SOLUTION: The concrete external wall W of the reinforced concrete building is covered for external heat insulation with moisture permeable composite panels 2 formed by laminating a moisture permeable exterior 2A on a heat insulating layer 2B having a groove group in a laminated surface. A horizontally projecting concrete balcony floor slab SB and a vertically projecting concrete wing wall 5 are both projected from the concrete external wall W and supported by connecting reinforcements 1, 6 through heat insulating layers 2B, 3B interposed by anchoring one half of each of the connecting reinforcements 1, 6 penetrating noncombustible heat insulating materials 4B, 40B of noncombustible support blocks 4, 40 fittingly fixed to the heat insulating layers 2B, 3B, into a concrete skeleton CF while anchoring the other half into the balcony floor slab SB and wing wall 5.
