PPROBLEM TO BE SOLVED: To achieve a method for checking out an invalid procedure during creation of an operational work procedure, so as to previously prevent building of an invalid procedure thereinto, without depending on a worker for creating the procedure. PSOLUTION: In system change work conducted by combining procedures, server configuration and customer information to be work targets representing most of factors to decide propriety of implementation of the procedure are registered as configuration information 21, and these pieces of information and propriety of implementation of the procedure according to an implementation time zone are registered as a policy 22, thus checking (40 to 42) to prevent building of the invalid procedure thereinto. An operating terminal 1 is allowed to manage an execution command string 20 for work, information (parameter) 100 variable for each work, and a work name 20 tied thereto. By a procedure production program 30 for presenting a selectable procedure as a candidate, a work procedure is edited and decided, thereby generating (50) an execution command string (script file 60).
