PPROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane which has less expansion by water and methanol, has excellent water resistance and methanol resistance, and has a high methanol shielding property and low membrane resistance, and to provide an electrode/phase-separation polymer electrolyte assembly using the above membrane, an electrode-phase-separating polymer eletrolyte membrane assembly, a manufacturing method of the membrane and the assembly, and a fuel cell made by the above method. PSOLUTION: The polymer electrolyte membrane is composed of an electrolyte polymer (a) and a polymer electrolyte compound containing a compound (b) having a functional group cross-linking with the electrolyte polymer (a), which are filled, fixed, and held in gaps or fine pores of a porous base material of a reinforcing material.
