PROBLEM TO BE SOLVED: To eliminate complication in a procedure when performing notification from a vehicle that has found a disaster.;SOLUTION: This communication instruction system has: a vehicle operation terminal loaded in each vehicle having an AVM (Automatic Vehicle Monitoring) function; and an automatic dispatch designation device receiving the notification from the vehicle or number 119 notification to organize a party and vehicles. The vehicle operation terminal has a case creation function inputting information such as a disaster spot, a disaster kind, disaster classification, or a disaster scale, and transmits a created case to the automatic dispatch designation device to perform the notification when performing the notification to the automatic dispatch designation device from the vehicle having found the disaster, and the automatic dispatch designation device has a function of automatically organizing the party and the vehicles based on received case contents.;COPYRIGHT: (C)2009,JPO&INPIT
