PROBLEM TO BE SOLVED: To provide a content distribution device for digital broadcasting that achieves safe message-authentications in digital terrestrial broadcasting.;SOLUTION: A public key and a secret key are generated so as to transmit the generated public key to a receiving terminal. On the other hand, it is composed to generate a hash packet which calculates a hash value of a packet corresponding to an arbitrary number of digital broadcasting contents to be distributed so as to store it. It is also composed to generate a signature packet for storing a signature with respect to the hash value of the hash packet. The hash packet and the signature packet are inserted between packets of each digital broadcasting content at an arbitrary interval so as to generate a distribution packet.
