PPROBLEM TO BE SOLVED: To hold the quality of a film video image in a simple functional configuration without expanding the scale of hardware too much. PSOLUTION: A film determining unit 404 determines whether or not inputted video data are of a film material and based on a result determined by the film determining unit 404, a control unit 412 determines a strength to eliminate noise of the video data. Based on the strength determined by the control unit 412, a noise eliminating unit 402 eliminates the noise of the video data. Thus, even without increasing capacity of a memory for the purpose of holding video data before and after noise elimination, respectively and even without including any special function for superimposing film grains on the video data after noise elimination processing, in a case where the video data are video data of video images photographed on a film, a degree of noise elimination is reduced to leave film grains contained in the video data.
