PPROBLEM TO BE SOLVED: To provide a manufacturing method of hydrogen for fuel cell power generation by hydrocarbon reforming, capable of significantly enhancing the manufacturing efficiency of hydrogen by circulating offgas exhausted from a fuel cell to a hydrogen separator. PSOLUTION: In the manufacturing method of hydrogen for fuel cell power generation by hydrocarbon reforming, high-purity hydrogen is obtained by passing hydrogen-rich gas, obtained by self thermal reforming of hydrocarbons through a hydrogen separator; and in carrying out power generation by using the hydrogen as fuel cell fuel, in offgas exhausted from the fuel cell is circulated through the hydrogen separator to collect hydrogen in the offgas.
