PROBLEM TO BE SOLVED: To provide an extremely-low-carbon ferritic stainless steel, in which solidification structure is refined and equiaxed crystals are increased during a cooling process carried out during casting of a molten steel of the extremely-low-carbon ferritic stainless steel into a mold and its solidification, and to provide its production method.;SOLUTION: After molten iron is subjected to decarburization and refining, degasification and refining are carried out, and deoxidation is carried out by adding a deoxidizing agent. Then, Ti and B are added before the obtained molten steel is introduced into a ladle to obtain a molten steel, which includes ≤0.01 mass% C, 0.03-0.3 mass% Si, 0.1-0.5 mass% Mn, ≤0.05 mass% P, ≤0.01 mass% S, 20-25 mass% Cr, 0.2-0.5 mass% Ti, 0.003-0.08 mass% B, 0.0005-0.01 mass% Mg, 0.005-0.015 mass% N and the balance being Fe and unavoidable impurities.
