PROBLEM TO BE SOLVED: To provide a surface emitted laser element capable of suppressing the absorption of oscillating light.;SOLUTION: The surface emitted laser element has a reflecting layer 107 and has a selectively oxidized layer 108. The reflecting layer 107 is so disposed as to contact with a cavity 120 comprising cavity spacer layers 104, 106 and an active layer 105. Further, the reflecting layer 107 comprises a laminated structure wherein low- and high-refractive-index layers 1071, 1072 are laminated alternately. Moreover, the low refractive-index layer 1071 is formed of Al0.95Ga0.05As, and the high refractive-index layer 1072 is formed of (Al0.37Ga0.63)0.51In0.49P.
