PROBLEM TO BE SOLVED: To provide a system for providing environmental household account books using a new expense settlement system.;SOLUTION: The system for providing environmental household account books has a consumer terminal and a cellular phone with a camera, which are owned by a user and can be connected with each other through a network; a banking system which has the user's public utility charge checking account; a merchandise/service provider terminal of a provider who provides merchandise and services to the user; an expense settlement clearing corporation terminal which is used for paying, in advance, the expenses of merchandise and services for the user; an environmental load increase/decrease data collection system which numerically expresses the amount of increase and decrease of load for an earth environment; and a public service provider system. The public service provider system notifies consumers of the numerically expressed amount of increase and decrease of load for the earth environment for each merchandise/service purchase and each action.
