PPROBLEM TO BE SOLVED: To provide a simulation system for training and exercising and a scenario input supporting device capable of verifying dependency, duplication, discrepancy between missions, and excess/deficiency of input even when orders are input individually. PSOLUTION: A verification processing section 21 recognizes, out of a dependency information file wherein the dependency between missions is registered, a mission having dependence with a mission registered in a scenario information file 221, and verifies whether the recognized mission is registered in the scenario information file 221. Also, the verification processing section 21 recognizes, out of a mission package file 122 wherein package information indicating the combination of missions to be combined and performed among the missions is registered, a mission to be combined with the mission registered in the scenario information file 221, and verifies whether or not the recognized mission is registered in the scenario information file 221.
