PROBLEM TO BE SOLVED: To suppress interruption of a trunk breaker installed at a trunk line to distribute electric power to a plurality of dwelling houses, and to suppress the interruption of a main breaker even when loads, each of which the maximum consumption power is large, are used in the dwelling houses.;SOLUTION: A trunk breaker Ba is installed at the trunk line La, and a main breaker Bc for the respective dwelling units is installed at an electrical path at the downstream of the trunk breaker Ba. A current transformer CTa and a trunk current monitoring device 11 detect a trunk current passing through the trunk breaker Ba, and a current level determining device 12 determines whether the trunk current has reached a limited time, in which an over-current state of the trunk breaker Ba is specified according to a current value. Meanwhile, a current transformer CTc and a dwelling-house current detecting device 21 detect the current passing through a main breaker Bc.
