PPROBLEM TO BE SOLVED: To reduce a running cost while increasing an efficiency of solubilization of sludge and save maintenance concerning an apparatus for treating sludge and a system for treating sludge using the same. PSOLUTION: The apparatus for treating sludge including an inflow port 6, an outflow port 7, an inflow port of treated water 8, an eletrolytic treatment tank 12, an alkali treatment tank 13 and an ultrasonic treatment tank 14 comprises: passing the treated water flowing out from a drainage treatment system to the anode 16 side and the cathode 17 side of the eletrolytic treatment tank 12; carrying out alkali treatment of sludge by supplying treated water subjected to alkali by electrolysis on the cathode 17 side to the alkali treatment tank 13; and then carrying out ultrasonic treatment.
