PPROBLEM TO BE SOLVED: To perform the blind estimation of transmission line characteristics accurately and efficiently. PSOLUTION: A target is digital communication which takes an information symbol sequence of a fixed length as a unit of blocks and transmits each information symbol at a certain time interval T. A short-time interval sampling part 20 generates a receiving signal sampling the signal at a T/M time interval on the receiving side where M is 2 or a larger integer. An interpolation estimation unit 22 uses smooth waveforms obtained by sampling a transmission line impulse response including a transmitting/receiving filter at a short-time interval and an interpolation formula, and estimates the impulse response based on the receiving signal obtained by the short-time interval sampling part 20.
