PPROBLEM TO BE SOLVED: To provide a high-durability sheet for guiding a visually impaired person, which dispenses with foundation work such as ground-surface cutting work and embedding work, which can be stuck in such a manner as to follow the irregularities of the ground surface, only by applying adhesive treatment onto a road surface, which prevents the formation of a step on the road surface and which enables information to be recognized and discriminated over a long period of time, a manufacturing method for the sheet, and a construction method for facilities for guiding the visually impaired person. PSOLUTION: A protrusion 4 is provided on the surface of a plate-like body 2 which is composed of a material containing a resin. The sheet for guiding the visually impaired person is used for guiding the visually impaired person's walking by being laid on the road surface. The sheet and its manufacturing method are characterized in that a mesh 6 is arranged inside the plate-like body 2.
