PROBLEM TO BE SOLVED: To prevent flying sand by mixing a short fibrous substance with a ground surface layer. ;SOLUTION: A natural bark difficult to putrefy of a Japanese cedar, a Japanese cypress, a eucalyptus, a hiba arbovoitae, a palm shell, etc., is cut mechanically by a hammer mill, and a short fibrous substance is manufactured. The short fibrous substance is spread in thickness of approximately 1cm by an air gun while being unbound on a ground surface. The short fibrous substance is mixed with surface layer soil of 1-60cm in 5-80% at a volume ratio by using a digging-up machine, which is not rotated and to which a claw is attached, and soil and sand in fine powder are entangled with the short fibrous substance.
