PPROBLEM TO BE SOLVED: To provide a decreasing mechanism of hypohalous acid, which is handled more easily than before and to provide a decreasing method of hypohalous acid. PSOLUTION: The decreasing mechanism of hypohalous acid has an electrolysis chamber having a cathode-side electrolyzing zone 2 and an anode-side electrolyzing zone 8 which are divided by a diaphragm 4 and is characterized in that the hypohalous acid-containing liquid 6 to be treated is supplied to the cathode-side electrolyzing zone 2. The decreasing method of hypohalogen acid comprises the steps of: using the electrolysis chamber having the cathode-side electrolyzing zone 2 and the anode-side electrolyzing zone 8 which are divided by the diaphragm 4; and supplying the hypohalogen acid-containing liquid 6 to be treated to the cathode-side electrolyzing zone 2. The hypohalogen acid supplied to the cathode-side electrolyzing zone is reduced/decomposed by a cathode to produce a halogen ion (a chlorine ion, a bromine ion or the like) and the produced halogen ion is attracted electrically by an anode, passed through the diaphragm and shifted to the anode-side electrolyzing zone to decrease the hypohalous acid in the liquid which is to be treated and is supplied to the cathode-side electrolyzing zone.
