PROBLEM TO BE SOLVED: To provide a water-in-oil emulsion cosmetic agent with a large internal aqueous phase which immediately induces phase inversion when applied to the skin etc. to provide an excellent feeling of water running over, gives moisture to the skin etc., is moist but not sticky and therefore gives an excellent impression at use and is excellent in temporal stability and stability at mass production or shipping.;SOLUTION: The water-in-oil emulsion cosmetic agent contains (A) at least one crosslinked polyether-modified silicone of formula (I) (wherein l is 3-20; m is 10-200; and n is 1.0-10.0), (B) a carboxymethylcellulose salt, (C) water and (D) a low-viscosity silicone oil, wherein the amounts of components (A) of 0.1-5.0 wt.% and (C) of ≥50.0 wt.% are, respectively.
