PROBLEM TO BE SOLVED: To obtain an observation recording device, capable of generating local two-dimensional weather data on winds that can be understood at a glance. SOLUTION: The momentary direction and momentary speed of a wind passing one point are detected as trace vectors of a Cartesian-coordinate system, and the trace vectors are integrated with the elapsed time and recorded by a recording device of the Cartesian-coordinate system.
