PROBLEM TO BE SOLVED: To prevent digital contents from illegally being used by controlling a reproducing processing for the digital contents according to the value of set state information. ;SOLUTION: An approving device 110 is a device for approving the contents of an electronic book generated by a digitizing device 100 on the publishing company side. A storage management device 120 stores the generated electronic book. A vending device 140 sells the electronic book selected by a customer by copying the electronic book to a medium or downloading it to a reproducing device 150. In this case, ineffective electronic books are all electronic books having state information inhibiting users from reproducing them, effective electronic books are electronic books having state information allowing specific users to reproduce them, and trial-version electronic books are electronic books having state information allowing specific users to reproduce them only for specific periods.
