PROBLEM TO BE SOLVED: To realize an image processing apparatus in which the input and output characteristics (grayscale characteristics) of a display element can be corrected with satisfactory accuracy, by correcting the difference (step width of output value) in the output value of the display element, corresponding to each adjacent grayscale value in an image signal grayscale value, while suppressing the noise sensation of the output image (video).;SOLUTION: A random number expectation value creating section 101 is inputted with an input pixel and outputs the expectation value of the random number, based on the gray scale value of the input pixel. A random number creating section 102 has the expectation value as input and outputs the random number.
