PROBLEM TO BE SOLVED: To eliminate the need for a user to make adjustments to a learning coefficient.;SOLUTION: The time-series data of a controlled variable, and PID control parameters are stored in a database 6 as state vectors; when a new state vector is provided, a PID control parameter matching the new state vector is created as a local model based on the state vectors stored in the database 6 and the PID control parameter of a PID controller 3 is adjusted; also, the PID control parameter is corrected using a learning coefficient in such a way as to reduce control errors and is stored in the database 6.
