PROBLEM TO BE SOLVED: To provide a planning method, a planning system, and a planning program for automatically changing a facility condition for safe evacuation of a building and verifying the safety thereof, and designating the priority when changing the condition.;SOLUTION: The degree of smoke spreading to the periphery from a fire breaking room in a building is simulated. The smoke fall time from the generation of a fire until an evacuating person hardly breathes due to the fall of the smoke from a ceiling in rooms 2, 4, etc., and in a passage 10 is calculated, and compared with the evacuation time required for a resident to evacuate from an arbitrary room to the outside of the room or to an evacuation gate from a floor of the room after the fire breaks. If the smoke fall time is longer than the evacuation time, the facility condition is acceptable. If the smoke fall time is shorter than the evacuation time, the facility condition is not acceptable.
