PPROBLEM TO BE SOLVED: To predict the outflow amount of water quickly by a little computer resource. PSOLUTION: A flood prediction system comprises a water-level gauge 1 and a server device 2. A river which is a target of evaluation is divided into a plurality of segments by a predetermined marker using a direction perpendicular to a center line of the river as division lines. The server device 2 comprises a catchment area extraction means for extracting a predetermined area centering on the river as the catchment area for each segment, a means for obtaining a short-lasting rainfall prediction value online, a precipitation amount prediction means for predicting precipitation at each catchment area based on the short-lasting rainfall prediction value, and an outflow amount prediction means for predicting the outflow amount of water flowing out of the catchment area to the river based on the precipitation predicted at each catchment area.
