PROBLEM TO BE SOLVED: To appropriately determine sections and time zones of congestion actually caused by parked vehicles.;SOLUTION: A computer implements an effect determination part 11 for referring to a traffic information table 12 recording information on whether there are any parked vehicles in a predetermined road section and information on the degree of congestion, to calculate a transition of the degree of congestion in the section since the detection of any parked vehicles in the section, and determining the level of effect of the parked vehicles on the congestion in accordance with the congestion degree transition.
