PROBLEM TO BE SOLVED: To enable an orderer to purchase material at a lowest price and to allow assignment of an area desired by an order receiver as much as possible.;SOLUTION: This material purchase assigning device 11 for use in determining a plurality of order receivers for material purchase for every area of a plurality of areas in determining the purchase of material, receives estimates with desired order of every area and the delivery prices of material from every order receiver and determines the estimate order of the order receivers based on the delivery prices (estimate prices) by an estimate order determining section 24.
