PROBLEM TO BE SOLVED: To provide a functionally gradient powder giving a highly soft-focusing effect, regardless of the refractive index that a vehicle to be added has, namely, giving a high total transmittance and a high diffuse transmittance, no matter how value of the refractive index the vehicle may have. ;SOLUTION: This functionally gradient powder has a shape of sphere or approximate to the same, comprises a complex oxide containing silica and one or more metal elements, and has such constitutional ratios of metal elements that the ratio at the surface of the powder is different from that of the core, wherein the constitutional ratio of the metal elements at an arbitrary position between the surface and the core attains a value between the values at the surface and the core, or attains the same value to any one of the values at the surface and the core.
