PPROBLEM TO BE SOLVED: To provide a filter paper of filtration device for cold rolling oil in which micron size pores and capillary tubes are formed and a method for manufacturing the same. PSOLUTION: A filter paper of a filtration device for cold rolling oil is made of a polyester non-woven fabric formed in a predetermined shape and thickness and provided with an insertion hole, and the polyester non-woven fabric retains oil resistance, heat resistance, abrasion resistance and elasticity by bonding hairs constituting pores and capillary tubes internally by an elastic coating. A method for manufacturing the filter paper of the filtration device for cold rolling oil comprises a stage for coating so as to maintain elastic restoring force by dipping the polyester non-woven fabric into a solution of elastic coating materials and by bonding the hairs constituting pores and capillary tubes as an internal tissues, a stage for sticking the polyester non-woven fabric after coated in a fixed thickness with pressure in a temperature range of 150-190°C and a stage for cutting the filter paper of the filtration device into units where the inserting holes are formed at the middle.
