PROBLEM TO BE SOLVED: To provide an air volume controller at idle operation time and an air volume control method at idle operation time for setting gain easily and properly and stabilizing idle rotation speed securely.;SOLUTION: This air volume controller has a first inference means 10 for inferring current output torque corresponding to suction air volume at current time of an internal combustion engine, a second inference means 20 for inferring output torque compensation amount corresponding to deviation of current engine rotation speed and target engine rotation speed of the internal combustion engine, and a target output torque inferring means 30 for inferring target output torque based on the current output torque and the output torque compensation amount when performing idle operation of the internal combustion engine. This controller is provided with a parameter conversion means 40 for converting target output torque into throttle opening equivalent to the target output torque and a control means 60 for controlling a suction air volume adjusting mechanism 50 of the internal combustion engine to achieve suction air volume corresponding to degree of throttle opening converted by the parameter conversion means.;COPYRIGHT: (C)2005,JPO&NCIPI
