PROBLEM TO BE SOLVED: To provide a water cutoff treatment device capable of simplifying equipment, of efficiently using a water cutoff agent and of improving permeation performance of the water cutoff agent; a water cutoff treatment method; and a covered wire.;SOLUTION: This water cutoff treatment device 10 for applying a water cutoff agent 22 among core wires 41 provided for this covered wire 40 is provided with: a holding means 13 horizontally holding the covered wire 40; a moving means 14 horizontally moving the covered wire 40 held by the holding means 13; an application means 12 for applying the water cutoff agent 22 to the core wires 41 from the vertical direction; and a storage means 11 for storing the water cutoff agent 22 therein.
