PROBLEM TO BE SOLVED: To cut out consecutive characters on a document by using inherent aspect ratios (ratio of length and width) of respective characters.;SOLUTION: Average values and standard deviations of the aspect ratios of respective characters acquired from a plurality of samples are prepared as an aspect table 206. A character cutting out and verifying part 205 calculates how much an actual aspect ratio of a character cut out by a character cutting out part 202 is dissociated from an average value of an aspect ratio of a recognition result determined by a character recognition part 203, and when it is dissociated a predetermined standard or more, it is determined that there is an error in a cutting out position. When the actual aspect ratio is extraordinarily smaller than the average value (when the character is horizontally long), an adjacent longitudinally long character is coupled with the character, and when it is larger (when the character is longitudinally long), a horizontally long character is coupled with the character.
