PPROBLEM TO BE SOLVED: To provide a carrier of an electrostatic latent image developer that can improve halftone images and increase the tolerance against carrier sticking, without losing the advantage of the small diameter of the carrier grains and without damaging the components in contact inside the image forming device, and further to provide a developer using this carrier, a developing device loaded with this developer, a developer container containing this developer, an image forming apparatus mounting this developer container, a method of developing using this developer, and a process cartridge holding this developer. PSOLUTION: This carrier for an electrostatic latent image developer consists of magnetic core grains and resin layers covering those grain surfaces. For the core grain: (1) its weight average grain size (Dw) is 25-45 μm, and (2) its magnetic moment is 65-90 AmSP2/SP/Kg at 1 KOe, and (3) its breakdown voltage is higher than 1,000 V when measured by applying a dc voltage to it in a measuring instrument consisting of a rotating sleeve having a fixed magnet inside and an electrode disposed 1 mm apart from this sleeve.
