A boring hole 3 is drilled from the ground to a position under the ground surface A scheduled to dig. A grouting external pipe 2 of a grouting pipe device 1 is inserted in the boring hole 3. Subsequently, a grouting internal pipe 4 is inserted in the grouting external pipe 2.
