PROBLEM TO BE SOLVED: To make checkable the performance of each terminal station by adding to a meter-reading value route information of terminal stations through which the value has been transmitted when its own station transmits the meter-reading value to any of another station, a host device and a collecting device different from the receiving route. ;SOLUTION: As the transmission data of a terminal radio unit Uc at the lowest order of a communication route, the first transmission data consisting of the calling number 0080 of its own unit, a transmission time and the meter-reading data of its own unit is prepared and this is sent to a terminal radio unit Ub of an order higher by one. The unit Ub prepares the second transmission data consisting of a calling number 0040, a transmitting time and meter-reading data of its own unit, prepares the third transmission data consisting of pass-through spots expressing passing through of its own unit and a passing-through time in addition to the first transmission data of a terminal radio unit Uc and transmits these data further to a terminal radio unit Ua of an order higher by one.
